Ahmad Khalaf Shabib al-Dulaymi is accused of smuggling the weapons from Syria though a British-based firm, and providing financial support to Al-Qaeda in Iraq.The treasury also slapped sanctions on Atilla Selek -- a German man of Turkish origin -- who is one of four Islamic militants jailed in Germany for planning attacks on US soldiers and civilians in Germany.Selek is currently serving a five-year sentence in a German prison for his role in the plot, the treasury said.
