It says between February 2008 and March of this year, Flickinger sold $6.4 million of limited partnership units to 272 investors. It says he put at least $3.5 million under his personal control and the payments investors received were actually investors' funds.
The commission adds Flickinger used stolen identities, putting them forward as the managers of two companies. The BCSC explains Flickinger has 'a history of US securities regulatory infractions.'
The accusations in the notice of hearing have not been proven."
